It is the perfect crime , there are no outgoing funds to be tagged , only a shortage of taxes thanks to the insider deal.
On a more subtle level Hunter documents the massive corruption of Washington DC. The army of attorneys who formerly worked for the Federal government and now sell their influence and access. Louie Freeh and Chris Boies are major players in the drama. Like others they are on a first name basis with many of the top executives who know that if they play their cards right there is a very lucrative career waiting for them.
Freeh advises Hunter to communicate to the head of Burisma that the Director of the FBI is ready to meet with him. Freeh is also working with various FBI offices in the US and Europe to advance Burisma's agenda.
Boies is handling much of the political stuff while flying the flag of providing legal services rather than registering as a lobbyist for a foreign interest. They have arranged for Blue Star Strategies to work the Burisma account. Blue Star reports back to Boies and Hunter on the results of their participation in the official briefing of Joe Biden (then VP) in preparation for his trip to demand the firing of the prosecutor.
These are people who have access from the White House to the regional Department of Justice offices and the reason why Hunter was not prosecuted and why his team knew what the DOJ was going to do before the field agents.
